Ilya Yakovlevich Mendkovich graduated from the Astrakhan Art School and the Faculty of Architecture and Art of the Leningrad Institute of Municipal Construction (now Saint-Petersburg State University of Architecture and Civil Engineering).
Ilya Yakovlevich was the member of the Great Patriotic War. He worked as an artist in various theaters in the country. In 1964-1967 he was the artist of the Voronezh Drama Theater, where he designed the performances: "Don Hil Green Pants" by Tirso de Molina (1964), Alexander Nikolaevich Ostrovsky's "Without a Dowry" (1965), "People I’ve Seen" by Sergey Sergeyevich Smirnov (1965) , "The Sixth of July" by Mikhail Filippovich Shatrov (1966), "Bitter Herbs" by Peter Lukich Proskurin (1966), "Intervention" by Lev Isaevich Slavin (1967), "The Lark" by Jean Anuy (1967), "Mary Stuart" by Friedrich Schiller (1967 ), etc.
In 1967-1988, he was the main artist of the Kuibyshev Drama Theater. He designed performances in Bulgaria, made the scenery for productions of the Kuibyshev Folk Opera Studio.
