Took to politics at an early age and founded the Liberal Party together with Taisuke Itagaki (1879), and played an important part in the creation of the National Diet. Was sentenced to five years imprisonment for his involvement in the Osaka case (1885). After his release was elected to the Diet (1892). Was associated with Hirobumi Ito the founder of the Seiyukai Party (1897).
