In 1986 she was educated at the Department of Economic Cybernetics of economic faculty of the Lomonosov Moscow State University, economist-cybernetics.
Between 1986 – 1995 she worked at the Central Economic-Mathematical Institute (CEMI) Russian Academy of Sciences (Moscow): intern researcher, junior research assistant. Since 1996 she was the director, deputy director of state institution “Russian Foundation for Technological Development” of the Ministry of Industry, Science and Technology of the Russian Federation. On 28 June 2004, she was appointed Deputy Head of the Federal Agency on Science and Innovation.
