He was appointed chief of Kanrika (Superintendent Section) of Civil Engineering Department of Kyoto Prefectural Government (1926) and thereafter served successively as chief of Factory and Mediation sections of Hyogo Prefectural Government, director of School Affairs Department of Yamagata, Mie and Tokyo Prefectural governments, chief of School Affairs Section of Gakumukyoku (School Affairs Bureau) of Education Ministry, Documents & Archives Section and Secretarial Section of Education Minister's Secretariat, director of Jitsugyo Gakumukyoku (Vocational School Affairs Bureau) and civil administrator of the army. Became director of Semmon Kyoikukyoku (Professional Education Bureau) (1944).
Appointed director (1946) and then chief director of Nihon Ikueikai (Japan Scholarship Society) (since 1948).
