Yamamoto Issei was born on May 27, 1889 in Shiga Prefecture, Japan.
In 1913 Yamamoto Issei graduated from Kyoto University. In 1925 he received his doctorat at the same university.
After graduating, Yamamoto Issei served as an assistant professor of Kyoto University and then were dispatched to Europe and America. In 1920 he became the first president of the Oriental Astronomical Association. After returning he was appornted a professor of Kyoto University in 1925. In 1937, awarded D.H.C. degree from San Marco Unliversity of Lima for his outstanding achievement on observation of solar eclipse. In 1940 Yamamoto left his post as professor and became director of Tagami Astronomical Observatory. He also serves as chairman of the Japan Calendar Academy.
He also was the director of Yamamoto Astronomical Observatory, Shiga Prefecture, and director of Chuo (Central) Astronomical Observatory, Numazu City, Shizuoka Prefecture. Yamamoto is also known as the author of "Standard Astronomy, Lecture of Astronomy With Chart Explanations" and "Fixed Stars".
