Career
In 1875-1890, Ivan Titov was a district magistrate of Voronezh and in 1880-1890 was a chairman of the congress of magistrates of the Voronezh district. He was a chairman of the Voronezh district Zemstvo Council (since 1890), mayor of Voronezh in 1891-1897. Ivan Titov was a chairman of the Voronezh Committee of Trustees for the poor since 1887, an active member of the student welfare Society and other charitable bodies. One of the founders of the Voronezh community of sisters of mercy of the red cross Society in 1893.
Ivan Titov was the organizer of the Voronezh branch of the animal welfare Society in 1894. He was a chairman of the 1st city Commission on the organization of the agricultural Institute in Voronezh in 1897, organizer of the 1st all-Russian population census in Voronezh in 1897.
