Jacqueline Blix was born on June 15, 1949, in Glendale, California, United States. She is the daughter of John S. and Kathryn (Long) Blix.
Blix attended the University of Santa Clara from 1967 to 1969 and Golden Gate University in 1983. She also obtained a Bachelor of Arts degree in history from California State University at San Jose in 1974.
During her career, Blix worked variously as a manager and a market administrator in San Francisco. Now she is retired and lives in Seattle.
