Career
City solicitor, 1881-1883, mayor, 1885-1887. Appointed general attorney for Iowa of C.&N.W. Railway Company, January 1, 1903, and moved to’ Des Moines. Appointed general solicitor C.&N.W. R.R., under federal administration, April 23, 1918, and moved to Chicago.
Appointed general counsel United States R.R. Administration, June 15, 1920, and moved to Washington. Appointed (1921) director general railroads and agent of the President in liquidating and settling controversies rising out of federal control (resigned, 1926). Member Davis, McLaughlin & Hise, since 1926.
