Jiro Shirakawa was born in 1875. He was the second son of Taro, a retainer of the Kokura Clan in Kyushu.
He graduated from Tokyo University in 1897.
Jiro Shirakawa appointed editor-in-chief of the Kobe Shimbun and Kyushu Nippo (newspapers). At the invitation of the Chinese Government, he became a teacher at the Kiangnan Higher School in Nanking.
After returning to Japan, he was appointed instructor at Waseda University and editor-in-chief of the Kansai Nippo in Osaka. Elected to the House of Representatives (1917).
