Juichi Tsushima was born on January 1, 1888 in Sakaide, Kagawa Prefecture, Japan.
In 1912, Tsushima graduated from Tokyo University.
After graduating from the university, Juichi Tsushima joined the Ministry of Finance and held several responsible positions. In 1914, he was sent to Europe and upon return was secretary and then private secretary to the ministry, then chief of Finance Bureau.
From 1927, Tsushima was financial commissioner in turn in England, America and France. Returning home (1930), he helped establish credit after the gold embargo had been lifted. Juichi Tsushima was Vice-Minister of Finance (1934), vice-governor of Bank of Japan (1937) and then governor. In 1944-1945, he was Minister of Finance and in this capacity attended many international conferences.
At the end of the war Tsushima was purged, he became then a member of the House of Councilors. In 1957, he was director-general of the National Security Agency. From 1959 to 1962, Tsushima was the president of the Japanese Olympic Committee.
