He was studied law under the Manchu regime and was a graduate of the law department of the Tokyo Imperial University (later University of Tokyo), Japan.
Upon his return to China, Cheng K'e joined the revolutionary movement and was arrested by Manchu authorities, but later liberated through the efforts of the former Ching Prime Minister, Chao Ping-chun. After establishment of the Republic, he was appointed counsellor to the Ministry of Interior and legal counsellor to the President since 1912.
Mr. Cheng was a member of the Senate representing Thibet in 1913. He served as a circuit magistrate of the Hanchung circut, Shaanxi (Shensi), in 1914. Cheng K'e took up the post of a High Commissioner for Altai between 1915 and 1920. He assisted Feng Yu-hsiang in Honan in directing military affairs in 1922. Since 1923 he worked as an acting Minister of Justice. The following year Mr. Cheng acted as a Minister of Interior and chairman of the Law Codification Commission (1924). Since 1934 he held the post of an advisor to the Peking (Beijing) Political Council. Then Cheng K'e was a Mayor of Tianjin (Tientsin) Municipality.
