In 1933, Katsuji Kuge became part-time employee of Home Ministry, and then was a police inspector at Metropolitan Police Board (1936) and after successive promotions was appointed vice chief of Medical Affairs Bureau of Welfare Ministry (1947). Katsuji Kuge visited Shanghai (1937), Europe (1941), the USA (1941) and France (1953).
