Later Katsuzo Wakagi served as teacher and then as principal of an elementary school. Became chairman of the Hokkaido Teachers' Union and chairman of Educational Committee of House of Councilors. Has been elected twice to House of Councilors. Chairman of the Hokkaido Kyoiku Hyöronsha (Educational Publishing Company).
