Tsuruyo Tsutsumi graduated from the Kyoto Women's Normal School.
Afler graduating from Kyoto Women's Normal School Tsuruyo Tsutsumi became a teacher at an elementary school till she married Takashi Tsutsumi. After the war and when she was rendered a widow, she entered politics and was elected to the Diet three times on a Socialist Party ticket. She was a zealous social worker, adviser to the National Widows’ Association and of Japan Bereaved Families Association. She was a champion for the cause of widows and the rehabilitation of prostitutes.
