He was born in 1889 in Lwów as a son of Roman Vetulani and Matylda Pisz.

He was an older brother of Zygmunt, Tadeusz, Adam, Maria and Elżbieta. He graduated Queen Sophia high school in Sanok. In 1935 Vetulani obtained his Doctor of Philosophy from Lwów Polytechnic.
In the academic year 1939/1940 he was nominated ordinary professor
On the July 3, 1941 he was arrested by Gestapo and killed in massacre of Lwów professors.
