Kazuo Maeda graduated from Political Science Department of Tokyo University (1934).
Kazuo Maeda entered Communications Ministry and served as postmaster at Kokura City, director of various sections at Kuma-moto, Osaka and Tokyo Communications Bureaus, chief of Planning Section of Savings Bureau and Insurance Bureau, chief of Communications Section of Government-General of Korea, private secretary to Transportation & Communications Minister, chief ot juhin Dai-ikka (1st Supply Section) of Somukyoku (General Affairs Bureau) and chief of Transportation Sectian of Yumukyoku (Postal Bureau). Appointed vice-director of Postal Bureau of Postal Services Ministry (1950). Made official tour of Europe, America, Central and Near East and India (1951).
