Keitaro Osada was born in 1849.
At an early age he learned French and Western military science. He went to France aboard a French warship to study (1866).
He was appointed Chief Infantry Instructor of the Shogunate (1865). After the Meiji Restoration (1868), he became an instructor at the Military School in Yokohama. He was appointed a secretary attached to the Japanese Legation in Paris (1873). Was appointed minister in Russia (1876), Home Ministry Councilor (1882) and Governor of Aichi Prefecture (1889).
