Kuan Keng-lin studied at Tung Wen College in Japan and Peking University.
Mr. Kuan accompanied the Imperial Mission to America and Europe to study constitutional forms of Government. He was a secretary to the Board of War during 1905-1906. Mr. Kuan joined the Board of Communications in 1907. He was appointed associate director of the Peking-Hankou Railway Administration in 1911. From 1912 to 1915 Kuan Keng-lin served as a director of the same Railway Administration. In 1916 he was apppointed secretary of the Ministry of Finance.
Since 1917 he held the post of a director of the railway department of the Ministry of Communications. Between 1918 and 1920 Kuan Keng-lin acted as a chief of the through traffic department of the Ministry. He was a president of the Communications University in 1922. From 1928 Mr. Kuan occupied the position of a councillor of the Ministry of Railways of the National Government.
