Hermann Göring raised the Luftwaffe Field Divisions during 1942, when Nazi Germany was still making spectacular gains but was first feeling the pinch of its losses on the Eastern Front. The Reichsmarschall decided to raise his own divisions for ground service under the command of Luftwaffe officers. On 17 September 1942, Göring called for volunteers from throughout the Luftwaffe for combat duty in the East. Even before that date, however, some Luftwaffe troops were heavily engaged against the enemy in Russia in a ground role. The nation's first photo reconnaissance satellite system, operating from August 1960 until May 1972. The program was declassified in February 1995. Since the CORONA satellite made its first successful flight in August 1960, the Intelligence Community's overhead reconnaissance programs have been among the nation's most closely guarded secrets. The end of the Cold War, however, has at last made it possible to declassify both information and imagery from the first American satellite systems of the 1960s. To do this, President William Clinton in February of this year ordered the declassification within 18 months of historical intelligence imagery from the early satellite systems known as the CORONA, ARGON, and LANYARD.

In 1982 Kevin Conley Ruffner received a Bachelor of Arts degree from the College of William and Mary. In 1987 he obtained a Master of Arts degree from the University of Virginia. In 1991 Ruffner gained a Doctor of Philosophy degree from George Washington University.
From 1982 to 1985 Kevin Conley Ruffner served at the United States Army, at Virginia Army National Guard from 1986 to 1987, at the United States Army Reserve from 1987 to 1995, and at Connecticut Army National Guard from 1995 to 1997. Since 1991 he has been a historian for Central Intelligence Agency in Washington, D.C.
He has published, in addition to numerous articles, four books on the American Civil War in Virginia and Maryland and one on the German Luftwaffe in World War II. His latest effort, Maryland’s Blue and Gray: A Border State’s Union and Confederate Junior Officer Corps, departs from the usual Civil War histories which have emphasized only the top or the bottom echelons of military personnel. An officer in the Army National Guard, he lives in Washington, D.C.
