Education
He graduated from Political Science Department, Tokyo University (1894). He went to Germany to study public finance and economics (1897).
Career
He was appointed professor at Law Department of Kyoto University and dean of Law Department (1907) and then of Economics Department. Member of the Imperial Academy. He was appointed president of Ritsumeikan University (1927). He also was member of the Kyoto Municipal Assembly.
