Kiyoharu Tanaka became a member of the Communist Party, serving as chairman of the Central Executive Committee (1929) and was arrested (1930). He renounced his faith in communism and was released from prison (1941).
Served as director of the Sakura Aircraft Company and Shonan Heavy Industry Company. Afterward, he became president of the Jinchu-Gumi and the Jinchu Shipbuilding Company.
After the war, he established the Sanko Kensetsu (Construction) Company (1946). He also established the Pacific Petroleum Company (1949).
