Kiyozo Oda was a sailor. Inventor of the Oda-style mine. He was responsible for the sinking of the Russian flagship Petropavlovsk by means of a mine at the mouth of Port Arthur harbor in which Commander Stefan Ossipovitch Makarov of the Russian Far Eastern Fleet and 600 Russian sailors were drowned.

In the Russo-Japanese War (1904-1905), he was a commander of the Combined Fleet's Mine-Laying Squadron. After the war, he was director of the Naval Arsenal's Mine Section. Was promoted to rear admiral.
