Klavdiy Tihomirov was born on November 8, 1864 in Selo Slaviniha, Starorussky District, Novgorod Governorate in the family of a priest.
In 1884 he graduated from Novgorod Theological Seminary. In 1888 he graduated from the Historical Department of The Saint Petersburg Theological Academy.
In 1895-1903 Klavdiy Tihomirov served as inspector of public schools in Mogilev Governorate. Since April 5, 1902 - State Councilor . Since January 18, 1903, the principal of a teacher's seminary in Svisloch, since July 1, 1905 - the principalr of a teacher's seminary in Polotsk.
Since August 9, 1910 - 1921 Klavdiy Tihomirov was the first principal of the Vitebsk Teachers' Institute. On January 1, 1914, he was promoted to the state councillor. 1921-1924, the principal of the Agricultural Practical Institute in Vitebsk.
Сollected a large library, in which there were many books about the historical past of Belarus. The second and third volumes of the collection "Polotsk-Vitebsk Antiquities" edeted by Tihomirov were published. He is the author of the articles "The main results of studying memory," "Learning to read and write," and "Psychological foundations of learning."
