Member, Riga Party Committee. 1905 member, armed workers’ squad. December 1905 arrested.
From 1906 bd member, Railroad Workers’ Union. 1909-1911 exiled in Vologda Province. Member, Velikiy Ustyug Party Committee.
From 1911 worked at Moscow Electr Power Plant. 1911-1913 propaganda work in Moscow. 1913 arrested and exiled to Olonetsk Province, then worked at a plant in Astrakhan'.
Took part in 1917 October Revol. 1918-1919 food comissar in Petrograd. 1919 Collegium member, Ukraine People's Commissariat of Food.
1919-1922 chief of military food supply for Southwestern. Caucasian, Western and Petrograd Fronts. 1923-1927 chairman, Moscow Province Metalworkers' Union.
Member. Plenum, All-Russian Centr Trade-Union Council. 1927-1929 chairman, Moscow Economic Council. 1929 chairman, Moscow Province Trade-Union Council.
From 1930 deputy chairman, then chairman, Russian Soviet Federative Socialist Republic Supreme Economic Council. Then economics and government work. At 13th, 14th and 17th Party Congresses elected candidate member, at 15th and 16th Party Congresses elected member, Central Committee, All-Union Communist Party (Bolsheviks).
Arrested by State Security organs.
