Konstantin Petrovich studied at the School of Factory Apprenticeship (Voronezh). He graduated from the Voronezh Institute of Chemical Technology (1940).
Konstantin Petrovich Lokotkov worked as a mechanic at the factory of Dzerzhinsky (until 1934). During the Great Patriotic War, evacuated with the plant "Electrosignal" in Novosibirsk, where he worked as a technologist and head of department. In 1946-1947, he was in charge of the editorial Board of the journal "Siberian lights". Published since 1938. Since 1952, he has been the Executive editor of the Literary Voronezh almanac.
Later Konstantin Petrovich was the head of the Department of prose, editor-in-chief of the magazine "Rise". In 1959-1972, he headed Voronezh Writer's Organization.
