Career
Kowashi Inoue began his career in the Ministry of Justice. Accompanied Home Minister Toshimichi Okubo to China to negotiate the Taiwan (Formosa) affair and made a good impression (1874). He was chief of Legislative Bureau and was responsible for drafting rescripts and made research and helped Miyoji ltd, Kentaro Kaneko and Hirobumi ltd draft the national constitution (1888). Later Minister of Education and Privy Councillor (1893) and created Viscount (1895).
Personality
Kowashi Inoue was a well read man, versed in Chinese classics and wrote many documents including the Imperial Rescript of Education, Imperial Edicts and Charters.
