My Habilitationsschrift (Progressive Taxation,
was a critical review of the arguments in favour of progressive taxation. My articles on public expenditures (Nos. 2, 4 and 5 above) treat the problems in a political-sociological way.
The book on medium-term fiscal planning (1970) covers the experiences in Germany during the first three years of the Finanzplanung and discusses measures to improve it. The article ‘Corruption’ (No. 6) is an economic treatment of a problem seldom discussed in economic theory.
In No. 8 a more growth-oriented fiscal policy is demanded, and an overview of possible measures is given. No. 7 summarises the main problems connected with the allocation, stabilisation, distribution and growth-functions of taxation.
