Cox, Leonard Martin was born on March 21, 1870 in New Liberty, Kentucky, United States. Son of Attilla and Kate Ware (Martin) Cox.

Career

1 daughter, Katharine Castleman. Engineering work, Louisville & Nashville Railroad, until 1899. Commissioned Lieutenant junior grade, Corps of Civ.

Engineers, United States Navy, February 23, 1899. Lieutenant, April 16, 1907. Lieutenant commander, October 9, 1909.

Commander, August 29, 1916, captain, 1921. Made first American survey of Island of Guam, together with report on island conditions, 1901-1903. In charge construction floating dry dock Dewey, 1903-1906.

Chief engineer Louisville, Henderson & St. Louis R.R., 1906-1907. Member Alaskan R.R. Commission by presidential appointment, 1912-1913 (commission made first report on which appropriation for Alaskan railroads was based). During World War public works officer, Navy Yard, New York, until September 1917.

In charge of all public works 12th Naval District, South of San Francisco Bay, including construction air station and marine expeditionary base, San Diego, until November 1918. Assistant manager Division of Shipyard Plants, Emergency Fleet Corporation, United States Shipping Board, 1918-1919. Transferred to Mare Island Navy Yard as public works officer of 12th Naval District, June 1919.

Retired for physical disability, May 31, 1923.

Member Alaskan R.R. Commission by presidential appointment, 1912-1913 (commission made first report on which appropriation for Alaskan railroads was based). During World War public works officer, Navy Yard, New York, until September 1917. Member American Society Civil Engineers (Norman medal, 1907), Naval Institute, American Association for the Advancement of Science, Engineering Institute of Canada, Theta Delta Chi.
