Lyubov was born on March 7, 1960, in Arzamas, Nizhny Novgorod Oblast, Russian Federation.
She graduated from Arzamas State Pedagogical Institute (1981) as a Russian teacher.
While studying, Glebova became Secretary of the All-Union Leninist Young Communist League Committee of Arzamas State Pedagogical Institute (1980). She had remained in her post until 1983. When she finished her postgraduate studies, she didn’t work as a teacher but earned a living handling Young Communist League activities: she was Secretary of the Arzamas City Committee of the All-Union Leninist Young Communist League (1983-1985), Director of the Arzamas City Palace of Pioneers (1985-1987), she was in charge of the Department of Students and Pioneers of the Oblast Committee of the All-Union Leninist Young Communist League (1987-1989). Glebova was Member of the Communist Party of the Soviet Union. In 1989-1992, she was Secretary of Gorkov Oblast Committee of the All-Union Leninist Young Communist League (since March 29, 1992, of the Oblast Committee of the Russian Union of Youth (RUY)).
When the USSR was dissolved and the Communist Party of the Soviet Union fell apart, Glebova among other Young Communist League leaders went into business in 1992. At that time she was noticed by S. V. Kirienko. Since 1992, she had been Director of lotteries of Closely-Held Corporation “Trust “AMK””, since 1993 – Director of Limited Liability Partnership “Directorate of Lotteries”, in 1997-1998 – Director of OOO “Nizhny Novgorod Directorate of Lotteries”. In May-August 1998, Glebova worked as Counsellor of Kirienko, the Chairperson of the Government of the Russian Federation, and then she became Chief of the secretariat of the All-Russia Public Political Movement “Conservative Movement “New Force””. Since September 1998, she had been Representative of Nizhny Novgorod Directorate of Lotteries in Moscow.
On December 19, 1999, Glebova was elected Deputy of the State Duma from the Kirienko’s list, Executive Secretary of “The Union of Right Forces” parliamentary party; Deputy Chairperson of the Committee for Education and Science. On December 29, 2001, she was appointed Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District (Kirienko). After that she was dismissed from her post of Deputy early. Later Glebova joined “United Russia”. Since November 19, 2005, she had been State Secretary – Deputy Minister of Public Health and Social Development of the Russian Federation. On March 28, 2008, she was appointed Chief of the Federal Agency for Supervision in Education and Science of the Russian Federation.
