Chugani was born on October 31, 1964 in Bombay, India; the son of Lakhi Naraindas Chugani and Meena Lakhi (Bharwani) Chugani. He came to the United States in 1988.

Chugani received a Bachelor of Arts degree in Engineering from College of Engineering, Pune in 1987. Three years later he took a position of a Master of Science degree in Electrical Engineering from Rensselaer Polytechnic Institute. Also in 1996, Mahesh was appointed a Ph.D. in Electrical Engineering from the same institute.
Career
Chugani began his career as a digital signal poocessing software engineer at National Instruments Corporation in 1996. Since 2001 he has been a director of support and training at Momentum Data Systems, Inc.
