Maria Ovchinnikova (nee Kondrashova) was born on October 5, 1947 in the village of Krasnaya Gorka, Teguldetsky District, Tomsk Region, Russian Federation.
In 1966, Maria Ivanovna graduated from the Pedagogical College in Kolpashevo, Tomsk Region. In 1979, she graduated from the Philology Department of the Voronezh State University.
Maria Ivanovna started as the chief Young Pioneer leader at school in Kolpashevo, Tomsk Region, Russian Federation. In 1969, she moved to the Voronezh region. In 1970-1973, Maria Ivanovna was in charge of the Rural library of Elansk, Talovsky District. In 1972, she became one of the founders of the People’s Young Spectators' Theatre and worked there as the art director. In 1973-1977, Maria Ivanovna was supervisor and principal of the Youth Club. In 1977-2003, she headed the District Culture Department.
Maria Ivanovna is also a long-term member of the arrangements committee on holding the regional song, music and dance festival "In Pyatnitsky‘s homeland".
