Masakatsu Hachisuka was born in 1526. His family had resided for generations in Hachisuka Village in Owari (Aichi Prefecture) and served the Shibas, the local lords.

In 1570 he first served Dosan Saito and then Nobunaga Oda before he became a retainer of Hideyoshi Toyotomi Fought with distinction in various battles of Hideyoshi. In 1581, he was made Lord of Tatsuno Castle in Harima (Hyogo Prefecture) in recognition of his many exploits. According to legend, when Hideyoshi was still a boy named Hiyoshi-Maru, he was one day sleeping on a bridge of the River Yahagi and was roused by a wandering samurai and became his follower. This samurai was Masakatsu.
