Masanari Naruse was born in Japan in 1567.
He was a chief retainer of Yoshinao Tokucawa, daimyo of Owari Province (Aichi Prefecture).
Also he was master of Inuyama Castle with a fief of 35,000 koku. He waited upon Ieyasu Tokugawa from 1573 and fought with distinction in the battles of Nagakute, Negoro and Odawara.
After the Sekigahara Battle (1600), together with Masazumi Honda and Naotsugu Ando he formed a triumvirate political council of the Tokugawa Shogunate. He was appointed kalcuro, or elder statesman (1606), and adviser to the Tokugawas of Owari (1610), retaining his title of kakuro.
After the Winter Campaign in Osaka (1614), he headed the Tokugawa delegation in the peace conference with the Toyotomis. With his eloquence, he persuaded the Toyotomis to fill up the outer moats of Osaka Castle.
