Minoru Togo was born in 1881 in Kagoshima, Japan.
Minoru Togo graduated from Sapporo Agricultural School (1905).
In 1906 Minoru Togo went to Formosa. After serving as engineer of Government-General of Formosa returned to Japan (1924).
He made official tours of various countries of Europe and the South Seas, received degree (1919). Went into politics and served successively as Parliamentary Councilor of Communications and Parliamentary Vice-Minister of Education.
Also was deeply interested in rural problem population and food problem, problems of education and exploitation of land and emigration, taught as lecturer on those subjects at Tokyo University of Commerce,Takushoku (Colonization) University and Nihon University. Works include "Essay on Japanese Colonization" and "Colonial Policy and Racial Psychology."
