Mitrofan Semenovich graduated from the Voronezh Theological Seminary (1918), the verbal section of the socio-historical department of the pedagogical faculty of Voronezh State University (1924).
Lecturer of Russian language and literature at the first-level school, at the work faculty of Voronezh State University, military courses and elsewhere. Since 1931, teacher, head of the Russian literature department of the South Kazakhstan State Pedagogical Institute (Alma-Ata).
Mitrofan Semenovich Silchenko is the author of monographs published in Alma-Ata on the life and work of Abay (1945, 1957), textbooks of Kazakh literature, poems on Kazakh folk songs. He participated in the preparation for the publication of works of the Kazakh epic, the works of Dzhambul, Abay, M. Auezov and others.
