Mitsunaga Matsudaira was born in 1615 in Fukui, Japan. He was he eldest son of Tadanao Tokugawa.
Mitsunaga Matsudaira was granted a fief of 250,000 koku in Takada, Echigo Province (Nagano Prefecture). Of a gentle and easy-going disposition, one of his retainers Mimasaka Oguri took advantage of him and managed affairs so badly that the Shogun had to institute an official inquiry. As a result of this Oguri and his son had to commit hara-kiri while Mitsunaga was exiled to Matsuyama (Ehime Prefecture). He was later pardoned and recalled to Edo.
