Studied Zen Buddhism under Kaigan-Zenji.
In 1872, he went to Tokyo, served in the Education Ministry and later in the Shrines And Temples Bureau of the Home Ministry, Cabinet Archives Bureau and History Compilation Bureau.
He set up the Kokyosho Publishing House in Shiba Park (1879), where he edited the reduced-size edition of Daizokyo in five years.He compared the Korai (Korean), Sung, Yuan and Ming editions of the Daizokyo in compiling his edition, which was published in 419 volumes in 40 cases. It was one of the greatest monuments of the culture of the Meiji Era.
