From 1894 in workers’ and Social-Democratic movement. Worked in Saint St. Petersburg, Moscow, Vitebsk, Minsk, Vilnius and Smolensk. Member, Northwestern Oblast Committee and local comts.
1906 in Saint St. Petersburg, member, Bolshevik military organisation. At the time of Kronstadt and Sveaborg Mutinies arrested. May 1908 released on bail.
Under an alias fled to Baku and engaged in illegal Party and trade-union work. Helped edit and publish political trade-union newspaper Gudok. Early 1908 cd, Moscow trade-union periodicals Raboclieye delo, Vestnik truda and Nash put'.

Deputy chairman, Rostov Kray Economic Council and until May- 1921 Bureau member, Central Committee. 1922-1924 Deputy People's Commissar of Foreign Trade. 1924 Collegium member, People's Commissariat of Finance.
1925-1926 Deputy People's Commissar of Trade. From late 1926 Deputy People's Commissar of Finance. 1929-1930 chairman, State Fishing Syndicate.
From 1931 head, Supply and Marketing Section, Union of the Soviet Socialist Republics Supreme Economic Council. Then Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Food Supply. 1928-1929 sided with right-wing deviationists and opposed Central Committee, All-Union Communist Party (Bolsheviks) policy of industrialization and collectivization.
1937 expelled from the Party for anti-Party activities. Arrested by State Security organs.
