While a student joined revol movement. 1918 joined Russian Communist Party (Bolsheviks). Member, Moslem Section, Kiev Russian Communist Party (Bolsheviks) Committee.
1922-1928 Azer People's Commissar of Education. 1923-1926 ed, journal “Enlightenment and Culture”. Wrote works intended to bring modern history of Azcr in line with Marxist tenets.
Arrested by State Security organs.
