Naoaki Ochiai was born in 1828.
When the American fleet of Commodore Matthew Perry came to Uraga (1853), Naoaki Ochiai espoused the cause of emperor worship and exclusion of foreigners from Japan. Participated in the abortive anti-Shogunate coup of Hachiro Kiyokawa in Kyoto (1863) and then in Tesseki Fujimoto's plot of overthrowing the Shogunate. After the Meiji Restoration (1868) he briefly served in the Imperial Government and became a priest at the Shiogama Shrme near Sendai.
