Ogawa Shigejiro studied at the Tokyo Semmon Gakko (predecessor of Waseda University) and the Law Department, Tokyo University and in Germany.
Ogawa Shigejiro was appointed chief of the Prisons Section of the Justice Ministry (1891). An authority on prison affairs, he was appointed an adviser of the Chinese Government (1908). Returning to Japan (1910), he devoted himself to the study of social problems and prison affairs. Became an adviser of the Home Ministry and participated in the establishment of the government reformatory.
