Ohara Naoshi was a judge of the Tokyo Local Court, Vice-Minister of Justice and Chief of the Tokyo Court of Appeal. He appointed Minister of Justice in the Okada Cabinet (1934). Elected to the House of Peers as an Imperial nominee. He was Minister of Interior in the Abe Cabinet, concurrently holding post of Minister of Welfare (1939). Ohara Naoshi was a consultant to the Hokuetsu Paper Company.
