Background
Okada was born in the family of a retainer of the Matsumoto Clan.
Career
Okada Masayoshi was appointed professor at Waseda University and the Tokyo Foreign Language School.
Achievements
Okada sent a set of recommendations on reform of Japanese writing to the Diet in 1900. It was adopted immediately and a National Language Council was set up in 1902 as a result.
