In 1984 he was educated at Ordzhonikidze Ufa Aviation Institute on specialty "Automated Control Systems".
Between 1984–1986 he served in the Armed Forces of the USSR. Since 1986 he was an engineer, senior engineer, software engineer, director of projects at Russian internet companies. Since 2000 he was the Deputy Director of Educational-Methodical Center of the Ministry of Taxes and Fees. Since 2003 he was the Deputy Head of Office of the Ministry of Taxes and Fees of the Russian Federation in Moscow. On 18 October 2004, he was appointed Deputy General Director of FSUE Federal Cadastral Centre “Zemlya”.
