He studied at the Altai Agricultural Institute (1975) and finished Advanced Training of the Moscow Veterinary Academy (1983).
Since 1975 worked as the Chief Veterinary Doctor of an agricultural enterprise in the Rebrikhinsky district, Altaisky Krai. In December 1978 joined the Armed Forces of the USSR as a radiologist and toxicologist veterinary doctor of the North- Caucasian Military District. Since January 1980 worked as the Head of Radiology and Toxicology Department of the 40th Army (Republic of Afghanistan). Since September 1981 served in the Turkestan Military District as Chief of veterinary-epizootic Detachment. Since October 1986 served as Epizootology of Veterinary Service. Since March 1988 worked as a veterinary and sanitary expert. Since December 1997 worked as Deputy Chief of the Veterinary and Sanitary Service of the Armed Forces of the Russian Federation. On August 27, 1998 he was appointed Chief of Veterinary and Sanitary Service of the Armed Forces of the Russian Federation. Burlov is a Bureau member of veterinary medicine of the Russian Academy of Agricultural Sciences.
He is married and has two daughters.
