Oleg Vladimirovich graduated from the Leningrad Law Institute named after M.I. Kalinina (1951).
In 1954-1959, lecturer, associate professor of the law faculty of Turkmen State University (Ashgabat), in 1959-1961, assistant professor of Rostov Financial and Economic Institute. In 1961-1972 Oleg Vladimirovich was the head of the Department of Civil Law and Procedure of Voronezh State University, in 1969-1972 he was dean of the Faculty of Law. Since 1972, professor at the Higher School of Trade Union Movement of the All-Union Central Council of Trade Unions in Moscow.
Author of many publications, including books: "The nature and essence of the right to work in the USSR" (Moscow, 1964), "The effectiveness of the legal regulation of the organization of labor at an enterprise" (Moscow, 1968) and others.
