Oscar started to work at Kent State University, Kent, Ohio as a faculty member during 1946-67. Beginning from 1967 he was a professor of political science.
In 1964 he wrote his first work, Introduction to Political Science. In a year he produced British Police Administration, then, Bibliography of Political Science, Public Safety', and Criminology and other works.
