After graduation, Ota was appointed an official of the Finance Ministry. He'd held this position during a year and resigned in 1913. Then he became vice-president of the Hochi Shimbun (newspaper). Taught economics at Waseda and Chuo universities and received his doctorate in 1924. In 1930 Ota entered politics. Having started a career as politician, he was elected to the House of Representatives five times.
Wrote many books on economic subjects.
