Otani joined the Smith-Baker Company in Yokohama and engaged in tea trade. He organized the Tea Merchants Union in 1878, he was predecessor of the Tea Industry Association. Otani contributed much to the development of tea industry in Japan. He also was a member of the Yokohama Municipal Assembly, president of the Yokohama Chamber of Commerce and elected to the House of Peers twice (1907 and 1918).
