Otani Koei was born in 1852. Otani was the fourth son of Kosho.

Otani made pilgrimages in Owari and Mikawa provinces (Aichi Prefecture) and Hokkaido. Koei established a branch headquarters of his sect in Hokkaido and promoted emigration to and development of the island.
Otani traveled in India and Europe and was appointed 22nd Chief Abbot of the Higashi Honganji Temple in 1889. He retired in 1908 in favor of Koen.
